Can someone explain what is the difference between eta squared and partial eta squared, and when these statistics are used ie. with between-subjects ANOVA, repeated-measures ANOVA

excuse me i dont understand eta squared and partial eta squared , what is your intent about eta?
but i can tell you about second question , if i was understood your intent correctly , you want know when do we use between-subjects ANOVA and repeated-measures ANOVA ?
while your data is dependent observation i.e individuals are same in every population you should use repeated-measures ANOVA and when individuals are not same in every population you should use between-subjects ANOVA .
