I am looking at the effect of a drug on tumor volume in mice, at varying doses, over time, vs the vehicle control. I have taken the measurements at each time point for all the mice in each group, and calculated the mean and standard deviation for each group.

Can I bring the already calculated data into a program like Prizm (or the equivalent) and do a 2-way ANOVA, or do I need to import the raw data? And is the 2-way ANOVA the appropriate test to determine if the drug had a significant effect over time?

I suppose that mixed repeated measure ANOVA is the right test.
The between subject factor is Group, whereas within subject factor is time.
Time must be postuled as a repeated measure effect!
Ok?

I not sure if 2-way ANOVA is the right test, but first let me know How do you measure the tumour volume?... you must to kill the animals?.

I think Marco is right, but you must to be sure that you experiment fulfill the demanded requirements:

Sorry for any mistake in my bad english
