..what should be a simple stats question

that is kicking my proverbial rear for a CJ stats class.. assume a mean score of 20 offenses a month and a population standard dev of 4 offenses, how many offenses will occur in the lowest 5% of months?

I 'believe' that a z score of -1.64 is the way to go, using the formula -1.64 = (x-20) / 4, but prof seemed disinclined to agree.. what say you guys, am I wrong on this one... and why? grin
