stem and leaf problem

Hello, i am having trouble with this stem and leaf problem. I have attempted it and apparently the answer is wrong. The left side are the values and the right side is my stem and leaf. I believe the answer is wrong because in the values there is already a scale... so I have to put a new scale onto an existing scale?

Any help would be appreciated, I already placed a tentative answer on the same picture.
A better question would be: if the values that are given to you like the one above has a scale already, do you incorporate that into your stem and leaf scale?
My explanation: So, to get rid of the decimals you put a scale of 10, to truncate the values. Next the values that are given are in the 1000s. So you have a scale of 10 and the values given are in the 1000s scale that makes it 10000 for Stem: x $.
