Interpretation of output - Regression Random Effects Model

can someone help to interpret the end of this Stata output for a random effects model?
What does sigma_u and sigma_e mean exactly?

furthermore:
rho | .51380409 (fraction of variance due to u_i)

rho should be the correlation coefficient, u_i refers to the indep. var. in the model? Thus, the indep.var. explain 51% of variation in the dep.var?
