What were the questions on the survey? What other information do you have about the participants (age, sex, race, #of years with company, job title etc.)?

We have done an employee satisfaction survey within our company, the result was very strange to our management. Although our compensation is very high compared to the market, after we have analyzed the survey, we have found people dissatisfy.
For political reasons, we cannot re-do the surevy considering the survey design might bias or in properly designed. Even we cannot do interviews to get deeper understanding of their concerns. Could some one help me on how to find out the reason for low dissatisfaction?
