Individual score to group mean comparison! Which test?

    Hello guys!

I studied a lot of statistics during my psychology degree and masters in 2000-04 but I got very rusty since then! I tried to brush up on my stats knowledge in the last year, did some correlations and regressions but it seems that I forgot the basics, so excuse me for the idiotic question below:

Iíve been trying to help a friend with some research but I havenít been able to! We have some data on various variables (on ordinal and ratio scale) for specific EU regions and we want to compare each one of them with a group of regions in order to see if each regionís scores are significantly under or over the group mean!
How am I supposed to do that? Mann-Whitney U? Some kind of t-test? But if so, donít these tests work for comparing a group mean to another group mean? Can they work for comparing an individual score with a mean?

Thanks in advance for the help and my apologies if the question seems dumb!

Describe what you are referring to in regards ratio scale and what is your sample size

    Hi and thanks!

By ratio scale I meant variables that have a meaningful zero point such as population, GDP per capita etc.
Sample size is 15 regions for the group whose mean I want to compare with each individual region in turn!
