    Assuming you are conducting this test:

    So you just need to follow the equation there - those E will be the expected frequency under the null hypothesis (independence).

    In your example, 30% of the sample are sub-standard (150 out of total 500 cases).
    AND 20% are rural (100 out of 500).

    The question is, how many cases would you expect (E) for the combination
    sub-standard & rural, if assessment and location were completely unrelated?
    It would be the proportion of the total sample given by 0.30 x 0.20 = 0.06.
    Therefore, in that cell one would expect 6% of 500 = 30 cases.

    One does this calculation for every cell and can then use the formula containing
    "observed" and "expected" values.
