I have a dataset for 22 countries with 12 variables, where this two are important for this assigment:

country1 Three-letter ISO code for country 1
country2 Three-letter ISO code for country 2

I want to create a dummy variable, lets say EMU, that in any given year takes the value 1 if both countries are members of the EMU and 0 otherwise in that year. I have used this code:

if country1 in ("GRC") and year>2001 then emu1=1;

if country2 in ("AUT","BEL","FIN","FRA","DEU","IRL","ITA","NLD","PRT","ESP") and year>1999 then emu2=1;
if country2 in ("GRC") and year>2001 then emu2=1;
if emu1=1 and emu2=2 then emu=1;
else emu=0;
Where I have created a dummy if country1 is member of EMU and a dummy if country2 is member of EMU. I want to make a dummy if the both countries are member of EMU and as you can see I have used this code:

else emu=0;
But when I use PROC FREQ:

PROC FREQ DATA=EMUdummy;
  TABLES emu1 emu2 emu;
RUN;
It gives me the right result for emu1 and emu2, but not for emu (see here: http://screencast.com/t/GdJmFpHU3). Can anyone help me?
