Not understanding the posterior distribution result

So I cam across this question http://pages.pomona.edu/~jsh04747/co...52/wu2_f07.pdf

I understand majority of it, except the line ξ(θ|x). I understand that to calculate this is f(x|θ).ξ(θ). But in the question, ξ(θ)=192/θ^4, so why isn't ξ(θ|x)=192/θ^7? I get the answer intuitively, but not mathematically. What am I missing here?

Nevermind, I didn't notice "∝" and just assumed it to be "="
