How to deal with unequal survey response rate?

Hi & thank you all in advance for your help!

I sent out a survey [to examine teacher satisfaction] to 3 school districts in New York state.

District A is large, district B is medium, & district C is small. Letís say the response rate from District A is 25%, from District B is 3%, and from District C is 90%.

I donít want to report that the NY state response rate is 25 + 3 + 90/3. Iíd like to account for the size differential among the districts and the disparate response rate among the districts. How do I do this? Is there a weighing methodology/formula for this?

    Thank you, NJ

If you are just trying to get an overall number, how many people do you send it to and how many responded, regardless of the district?

    Thanks hlsmith for your response.

I need an overall number. But I want to account for the fact that a small district had a huge response rate, a big district had a small response rate, etc.

You can try to do it using weights, but I think it ends up just = those that completed / those eligible to complete, which does not equal the response rate for the three districts summed and divided by 3.

If you are looking for something else, I am not getting your question.
