I am not sure if I can even articulate my problem clearly, but I need some feedback on whether my concern is valid.

In order to test that a policy is being adhered to, a sample of 10% employees is selected from select locations a business has. From this sample, a review is done to see if selected employees did or didn't comply with the policy on the day review is done. So wouldn't the probability of selecting a non-adherent employee would be significantly lower than if all employees for a sample of locations (let's say 10% locations) are reviewed?

Is there anything wrong with how sample is being selected currently?
