this is a badly formulated request. If the claim really is that EACH can contains exactly 11 oz of soda then pick a sample, measure each can and reject the claim the moment you find the first can with a weight different from 11 oz.

Hypothesis test generally address questions about the averages - so, for instance, you could test the claim that the average weight of the cans is 11 oz.
