Significance and partial Eta squared

I have a question concerning the following case:


As we can observe, the IV of gender has an important impact, since its result is <0,05, however we can see that it only explains 0,31 % of superstrenght.

How can be significant and at the same time only explain 0,31 % of the DV?

Well with a large enough sample size all that has to be shown is that it isnt equal to zero. Isnt it 3.1%? I would add 95% confidence intervals to the eta value, given you are using alpha = 0.05.
