Life data analysis zero time failures problem

Hi,

I have life data which contains time to failures of zero, I'm really not sure which distribution I should use to analyse this data, i've tried using a weibull distribution in software such as mintab and Weibull++ but they either ignore the data when calculating the parameters or do not accept 0 value data at all. I've never come accross zero times to failure before so my knowledge in this area is very limited.

Here is the data, as you can see the number of 0 time failures is significant. Any help will be much apreciated.
