Two sets of sample

Hi

I got two sets of sample, let us say flood affected data of two different districts in a certain span of time (years). How could I find which district is more affected than the other? Please see the problem attached

Thank you for your reply. All I understand to do unpaired t-test and compare the mean. But what really confuse is to find the worst flood hit province. Is there any way to find that?

An unpaired t-test (2-sample) may be used, but will have the drawback that the year to year variation may cause enough noise to drown (pun intended) out the differences between provinces. Does this suggest another approach that would overcome this weakness?
